"He will go onto the Melbourne Cup and wouldn't he have a sensational chance?" Waterhouse said.
"If you were doing the betting now what would he be in the market?"
"He just donkey licked them and I love the way, in a muddling run race, where he just couldn't quite get into his rhythm then he picked up."
Just two races earlier Berry and waterhouse combined to win the Group 1 Queen Of The Turf Stakes (1600m) with outsider Diamond Drille.
Berry praised Waterhouse for her unwavering support.
"Gai's been there the whole way since I started riding Group I winners and she's been strong and stood beside me even when I took a couple off to be beside Nathan (Berry)," Berry said.
"She was very supportive of that even though I wasn't riding work she allowed me to come back on the Saturdays and do what Nathan and I love.
"I can't describe it, I'm so overwhelmed."
Formerly trained by Aidan O'Brien, The Offer came out of the 2012 Tattersalls November Horses In Training sale when bloodstock agent Johnny McKeever made the winning bid of 200,000 guineas.
In earning his first Group 1 success, The Offer takes his overall record to 6 wins, 2 seconds and 3 thirds from 17 starts for earnings of $1,173,629.
A son of the sadly missed Montjeu, The Offer is a three-quarter brother to stakes winner Musha Merr (Sadler's Wells) and a half-brother to the Listed winner Cymbal (Singspiel).
